It was Joffrey who sent the assassin, he had overheard Robert talking about how it would've probably been a better mercy to let Bran die than to let him live as a cripple the rest of his life (assuming he'd ever wake up at all) and hired the killer, arming him with the Valyrian knife, as a half-assed way of gaining his fathers approval. The dagger did belong to Bealish originally (where he got it was never known) until he lost it betting on Jaime Lannister in a tourney, that much of Littlefingers account was true, but he lost it to Robert, not Tyrion (like Tyrion would ever bet against his brother). Robert was not a knife guy though, the only knife he ever treasured was an old skinning knife Jon Arryn gave him as a boy, even a Valyrian knife didn't keep his attention for long. Robert waved the knife around during the feast after winning it, showing everyone his prize, then set it aside somewhere and forgot about it, allowing Joffrey to steal it for himself.
